新界東北發展計劃是香港政府諮詢中的發展計劃之一,內容為將古洞北、粉嶺北和坪輋/打鼓嶺的農地劃為新界東北新發展區,作為住宅和商業發展。新界東北發展計劃預期於2022年讓第一批人口遷入居住,並於2031年完成所有工程。
新界東北發展計劃引起了不少社會問題,當中比較特別的是鄉村動物的安置問題。
基於我了解到人們普遍認為,發展必然會破壞人與自然的關係。 這一觀察讓我想設計一個尊重天然資源的發展項目。 我想用大自然元素創造一個自然、但有設計的公共空間。政府擬建的市政公園,連接了社區各個人文環境,卻連接不了人與大自然互動的自然環境。本應該是景色優美的河畔公園,河道卻滿佈污泥。我希望可以原區安置原本就生活在河畔的牧羊,利用羊來發展社區農圃,使用再造水灌溉。我希望可以盡最大可能把區內潛在的獨有特質發揮出來,供人使用和享受生活空間,是本公園設計的最大考慮。
Design Concept - Social Issues
The New Territories Northeast Development Plan is one of the development plans of the Hong Kong Government. The content of the project is to designate the agricultural land in Kwu Tung North, Fanling North and Ping Kiu/ Ta Kwu Ling as the New Territories Northeast New Development Area as residential and commercial development. The New Territories Northeast Development Plan is expected to allow the first population to move into the residence in 2022 and complete all projects in 2031.
The New Territories Northeast Development Plan has caused many social problems, among which the problem of rural animal resettlement is more special.
Based on my understanding that people generally believe that development will inevitably destroy the relationship between man and nature. This observation made me want to design a development project that respects natural resources. I want to create a natural, yet designed public space with natural elements. The municipal park proposed by the government connects the various humanities environments of the community, but it does not connect the natural environment in which people interact with nature. It should have been a beautiful riverside park, but the river was full of sludge. I hope that the former shepherd will live in the original area, use sheep to develop community farms, and use re-water for irrigation. I hope that I can make the best use of the potential unique characteristics in the area for people to use and enjoy the living space, which is the biggest consideration in the design of this park.
What is a rural animal?
Rural animals are animals that live in lower-developed areas, such as cats, dogs, cattle, sheep, and pigs. In recent years, the government has promoted a number of large-scale development projects in rural areas, but the affected rural animals have not been resettled because they have no policy guarantees. Eventually, the endgames are often destroyed by humanity.
Handling the challenges of rural animals
It has always been the only way to stock animals directly in the countryside, especially cattle. As the distance between urban development and rural animals has narrowed, the stocked animals have created many social problems. For example, the horror phenomenon of "cattle-eating cattle" at Sai Kung BBQ Farm seriously affects community harmony. In addition, the direct discharge of livestock waste into the waterway will cause pollution and cause a great load on the river water quality. It can be seen that continuing to stock large animals in rural areas is not a sustainable stray animal treatment program.
It is estimated that in 2030, about 4,000 rural animals will be budgeted for humanity destruction due to the development of the Northeast New Territories.

The provision of resettlement sites by the government is an efficient method of handling rural animals. The area of Fanling North Central Park is about 10 standard football fields. In the future, the park will provide enough space. In the original area, about 30 sheep in the Wutong River area will be resettled, and the “community of sheep, fish and vegetables” will be developed to operate the community farms. The park uses natural and environmentally friendly biological filtration to produce recycled water for irrigation purposes through sputum, sorghum, aquatic plants and UV treatment wastewater, reducing the burden of handling livestock waste discharge. The process of improving water quality is natural and reliable.
The future of blue-green space
Fanling North Central Park is a forward-looking blue-green space that demonstrates Hong Kong's determination to reshape the Blue Green Natural Resources System network and build a community green network. Fanling North Central Park provides us with the best rural animal treatment programme and a sustainable future for Hong Kong.

甚麼是鄉郊動物?
鄉郊動物是指居於較低度發展地區的動物,如貓、狗、牛、羊、豬。近年政府在鄉郊地區推展多項大型發展項目,但是受影響的鄉郊動物因為沒有政策的保障而得不到安置,最終下場往往是被人道毀滅。處理鄉郊動物的挑戰
一直以來,將動物直接放養於鄉郊是唯一處理的方法,特別是牛隻。隨著城市發展與鄉郊動物之間的距離越來越縮窄,被放養的畜牲衍生了不少社會問題。例如西貢燒烤場的「牛食牛」恐怖現象,嚴重影響社區和諧。此外,禽畜廢物直接排放入水道會造成污染,對河溪水質造成很大的負荷。由此可見,繼續將大型動物放養河畔鄉郊並非可持續的流浪動物處理方案。預計於 2030 年,預算有約4,000隻鄉郊動物因為新界東北發展而人道毀滅。
解決方案
政府提供安置場所是一種高效率的鄉郊動物處理方法。粉嶺北中央公園面積約為10個標準足球場大。公園未來可以提供足夠空間,原區安置梧桐河當地約30頭的牧羊,發展「羊蟲魚菜共生」系統,營運社區農圃。園區採用天然環保的生物過濾,透過蚯蚓、田蚌、水生植物和紫外線處理廢水,製造再造水作為灌溉用途,減輕處理禽畜廢物排污的負擔。改善水質的過程天然可靠。藍綠空間的未來
